To liaise with, and represent the interests of, the NC user community on issues related to the deployment, operation, and trouble-shooting of instruments on the NC network and the data quality and effectiveness of the access to science data through DMAS. Committee would also establish the science community’s priorities for instrument deployment/recovery during cruises, review proposals and make recommendations on individual access to user-controlled instruments such as cameras and samplers, and advise on any scheduling issues, and communicate these priorities to the NC Engineering and DMAS teams and Executive Committee. The NC Users Committee will assist the NC Executive Committee in reviewing the progress of existing experiments on NEPTUNE Canada, recommend termination or replacement of experiments, assess impact and issues with new proposals (in collaboration with SPC), and provide advice and recommendations in developing metrics of success for NEPTUNE Canada.
As required (bi-monthly to quarterly), with more frequent meetings anticipated prior to and during installation/maintenance cruises and commissioning activities. The quorum will be at least half of the non-NC staff members.
The duration of membership will be normally two or three years, arranged to allow staggered replacements over time. Members unable to undertake or complete their duties may be replaced during their term of appointment.
Given the nature of the issues to be addressed, reporting from the committee to NC would essentially be immediate (i.e. to the relevant NC units). Minutes of NCUC meetings will be passed to the NC Executive Committee. Higher-level issues (e.g. recommendations on priority for access to available node space or conflicts in deployments) would be deferred to the NC Executive Committee and/or to the Science Planning Committee, as appropriate.
